We now wash our hands with a blessing, and it is traditonal not to speak until the blessing over the matzah is said, so as not to interrupt the connection between the two actions, washing your hands and eating. We say a blessing as we wash to prepare for eating, we'll say a blessing over the food before we eat.

.בָּרוךּ אַתָּה יי אֱלֹהֵינו מֶלֶך הָעוֹלָם, אֲשֶׁר קִדְשָׁנו בְּמִצְוֹתָיו וצְִונָּו עַל נטְִילַת ידַָיִם

Baruch atah Adonai Eloheinu melech ha-olam, asher kid'shanu b'mitzvotav, v'tzivanu al n'tilat yadayim.

Praised are you, Adonai, Lord our God, Ruler of the universe, who has taught us the way of holiness through commandments, commanding us to wash our hands.
